So i dont have to up my cast speed and stay around ~ 1300? And i need better skill refresh time (reuse) to be able to cast faster the hurricane?

Why on my SPH with more cast speed the main skill for atacking casts slower than with lower cast speed? Is there any cast speed limit or? Im confused.
